Added populated planets

Some planets will now have populations. Populated planets can't be researched, but they do have a unique communication UI. These will eventually be used for trade and other things. Here's a cool population I found:
Planet:

Initial communications with the outpost indicate the resident species appears strikingly indifferent to our inquiries about these planetary modifications, responding only with what our linguistics officer describes as "bureaucratically perfect evasions" delivered in tones suggesting we've asked about something as mundane as their recycling protocols.
Population:
> The inhabitants of Aldebaran X-d appear to be perfectly identical bipedal organisms who communicate in what can only be described as "bureaucratic shorthand," completing each other's sentences with such precision our translation systems often mistake multiple individuals for a single entity. They interface constantly with crystalline devices embedded in their forearms, occasionally pausing mid-conversation to synchronize their internal databases, a process they refer to as "standardization protocol" and which produces a harmonic tone that induces mild drowsiness in three of our crew members. When questioned about the planetary shafts, they unanimously redirect conversation with practiced efficiency, offering instead to process our "visitation permits" with what Lieutenant Chen describes as "terrifying competence."
